منهج أمير المؤمنين (عليه السلام) في معالجة الفساد المالي

هناك الكثير من مواضيع التاريخ الإسلامي لم يُسلط عليها الضوء بما فيه الكفاية، فظلت حبيسة الكتب لمدة طويلة من دون أن تنال ما تستحقه من البحث، والموضوع الذي نحن بصدده لم ينل اهتمام الباحثين بالكيفية التي تتناسب مع أهميته، وهو يتعلق بظاهرة سلبية خطيرة كان لها أثر في تشوية صورة الدولة الإسلامية، وهي ظاهرة الفساد المالي التي انتشرت مؤسسات الدولة الإسلامية نتيجة للسياسات المالية والإدارية الخاطئة في المدة التي أعقبت وفاة الرسول  الأعظم (صلى الله عليه وآله)، لذلك عندما تولى أمير المؤمنين علي بن أبي طالب (عليه السلام) الخلافة سعى جاهداً إلى القضاء على هذه الظاهرة، ووضع منهجاً متكاملاً لهذا الامر، وكان منهجه يقوم على حسن اختيار العمال والولاة والموظفين، ممن يتمتعون بالخبرة الإدارية والكفاءة والنزاهة، زيادة على مؤهلات اخرى، ولم يكتف بهذا الامر انما وضع نظاماً رقابيا متكاملاً يشرف على عمل هؤلاء، كان هذا النظام يزوده بمعلومات يومية عن الاحداث التي تشهدها مناطق الدولة المختلفة، وعلى هذا الاساس كان يتخذ الخطوات الردعية المناسبة لحماية الرعايا وحماية اموال الدولة من التجاوز، فنجحت خطواته الاصلاحية نجاحا كبيراً واسهمت في ضبط ادارة الدولة.

There are topics of Islamic history did not highlighted enough , and remained trapped in the books for long periods without being investigated .The topic that we are dealing with in this study has not gained the attention of researchers in the manner that commensurate with its importance concerning serious adverse phenomenon had an impact on defamation of the Islamic state , which is financial corruption which spread Islamic state institution as a result of the financial and administrative policies in the period that followed the death of the Prophet (SAWS), so when the emir of the Believers Ali Bin Abi Talib (A.S) succession endeavored to eliminate this phenomenon and to develop an integrated approach to this matter , and his approach based on good selection of workers , governors , and staff with managerial expertise ,competence and integrity , in addition to other qualifications , and not only this but also develop an integrated supervisory system to oversee the work of these , this system provides daily information on events taking place in the various regions of the state , and on this basis was take steps appropriate deterrent to protect national and protect state funds from overtaking ,succeeded his reform a great success and contributed to the control of state administration .
